Connecticut State Voucher Information:

Connecticut's state neuter voucher program, part of the Animal Population Control Program (APCP), offers financial assistance for low-income residents to spay/neuter and vaccinate their pets, covering part of the cost (e.g., $200 for female dogs, $80 for male cats) with vouchers redeemable at participating CT vets; applications are typically open on the apcp.ct.gov/gov/v portal on a first-come, first-served basis for specific fiscal years, often closing due to high demand. 

How the Low-Income Program Works

  1. Eligibility: You must be a CT resident receiving benefits from specific DSS programs (SNAP, Husky, TFA, etc.) and apply through the APCP portal.

  2. Voucher Value: Vouchers provide a set amount ($200 F-Dog, $180 M-Dog, $120 F-Cat, $80 M-Cat) plus two pre-surgical vaccinations.

  3. Application: Apply online at here (this website will inform you if applications are open or closed).

  4. Redemption: Once approved, you get an electronic voucher for a participating Connecticut-licensed veterinarian within 60 days, paying the vet directly.
